Opmerkelijk artikel in de Haaretz waarin het poldermodel de hemel in geprezen wordt. Is dit terecht? Moeten we niet zo zeiken en gewoon lekker tevreden zijn met het poldermodelletje? Zou het poldermodel ook elders kunnen werken zoals het hier schijnt te werken?
Envious of the Dutch system By Avraham Tal Holland has become the focus of worldwide interest because of film director Theo Van Gogh's murder by a fundamentalist Muslim and police actions against Islamic extremists. It is natural for these events to overshadow everything else, but even in normal days, economic developments in Holland do not attract the attention they deserve. In early October, Amsterdam was the scene of mass demonstrations that were the largest since the anti-nuclear demonstrations of the 1980s, according to observers. Some 200,000 people participated. The reason for the demonstrations was the Dutch government's plan to implement reforms in order to rescue the economy from its stagnation of the past few years. In particular, the government intended to impose limitations on early retirement and reduce benefits to the unemployed and the mildly disabled. The demonstrations were led by the unions. They did not protest the reforms per se, but rather the government's decision to implement them unilaterally, via legislation, ignoring the "polder model." This is a system under which changes in labor relations are made by agreement among workers, employers and the government (the term "polder" originally applied to Holland's cooperative efforts to reclaim land from the sea). Thanks in large part to this system, the Dutch economy flourished for decades. The slowdown of the past four years occurred because heavy welfare expenditures, combined with an aging population, created a burden that the economy had trouble bearing. Initially, the government insisted on carrying out its program, saying that "people need to learn to stand on their own." The unions accused the government of arrogance and lack of compassion (sound familiar?), and it seemed that matters were rapidly deteriorating toward a dangerous crisis. But that is not what happened. Two weeks ago, the government and the unions reached an agreement on all the issues in dispute. It is hard to assess the precise significance of this agreement from here, but it seems that both sides made concessions. The unions agreed to give up tax benefits for early retirees, raise the eligibility threshold for disability benefits (15 percent of Holland's workforce is recognized as disabled and there is wide agreement that the system is being exploited), and make do with "extremely small" raises in 2005. Unemployment benefits, in contrast, were apparently left intact. The polder model, which had briefly appeared to be collapsing, once again proved its vitality. An Israeli who follows labor relations can only be jealous: Why doesn't it work that way here? There is no lack of initiatives and proposals. The Labor Relations Association seizes every opportunity to promote "the Dutch system." And who else? No less a personage than the prime minister. In his address to the Knesset's opening session, Ariel Sharon said: "I intend to put forth an initiative to establish a system of dialogue and agreement among the government, the employers and the workers, so that we can implement essential reforms without damage to essential sectors of the Israeli economy." He said it, but we have yet to hear that he did it. Is there any chance for an Israeli version of the polder model? It seems extremely doubtful. Aside from the difference in circumstances, it is hard to overlook the personalities who would have to play a central role in the necessary dialogue. On one hand, there is an ambitious, arrogant, ideological finance minister who is convinced that he is the sole possessor of economic truth and heaps scorn on the unions. On the other hand, there is a union leader who is no less ambitious, who wants to lead a mass political movement and be a candidate for prime minister, and whose actions are dictated by the need to attain public popularity. Over the past year, both men have racked up many hours of failed attempts to reach agreements and their mutual animosity has flourished. Maar dankzij de enorme belasting kunnen we maar net rondkomen, terwijl ze fulltime (zo'n 16 uur per dag, als je brieven schrijven etc. meerekent) werkt. Ik vind natuurlijk wel dat iedereen het recht heeft op een goed onderwijs. Dit is in een communisme bijvoorbeeld niet het geval. Omdat iedereen evenveel verdient, en dus maar op hun lazy ass zit te chillen. Nou is nederland geen communistisch land. Maar waar ik op doel is dat de verschillen in inkomens zo klein worden gemaakt door de overheid. Of dat proberen ze in ieder geval, dit doen ze dus ook door middel van belasting. |
