Er stonden posten in die volstrekt onrealistisch waren en veel van die plannen, zoals de bezuiniging op het aantal politieagenten moest onder politieke en publieke druk ook al teruggedraaid worden. Sommige zaken zoals het generaal pardon (à € 500 - 800 miljoen) waren niet eens inbegroot, terwijl het evident was dat het geld zou kosten.
